It's the 2nd season-long loan bargain for Hart, who spent the previous campaign with Italian club .
"It is very important for me to play soccer and to receive the chance to come here and perform is absolutely amazing," Hart told West Ham's web site www.ufootballzone.com.
"I have always adored the club. I believe that you'll struggle to find anyone who does not adore the club. It has got some thing about it, it has got a great history and I have always loved playing against West Ham.
"We have moved into London Stadium and we have got Slaven accountable who I have spoken to and I have always appreciated as a supervisor. He clearly did a fantastic job with Croatia and he is doing a fantastic job here, so to find the chance to come here, it was not a really difficult choice"
Hart desired regular soccer to help him maintain his England place together with all the World Cup in Russia coming up in the end of the season.
Press Association Sport noted that no clause is set up for the move to become irreversible, and that the London club will be spending his #4.5 million wages by means of a structured agreement with City that keeps their current wage structure.
West Ham allegedly will cover Hart #2.5m in salary, along with a #2m loan fee to City, that will then be covered by the parent team to Hart to pay his contract for the forthcoming season.
